What is this stuff growing in our flowerbeds & yard?

We are trying to find someone that can tell us what this stuff is growing in our flower beds and now starting on our grass... in the yard.

This is natural look of the stuff... prior  to washing it down.

When you poke at it with a stick... it is like powder... floats off in the air 

same reaction when hit with water.  It is totally dry - no moisture at all - I have not touched it by hand, only with sticks and water.

you can move an entire clump of it... almost looks like a cow patty or something... it does appear to be stuck to whatever it sits on but breaks loose easily.

Below is what the stuff looks like after you hose it down with water.

This area is up around the foundation of the house... 

In the back yard... on the grass... some almost laundry soap looking particles.
